What is an issued offer?

An issued offer is one a venue grants rather than sells. Its package price is forced to zero, in the interface and on the server. Joining bonuses and promotion rewards are issued offers. If a venue wants to charge, it uses a purchased offer instead.

Offers come in two kinds, and the split exists to keep free grants from accidentally creating paid obligations.

Price is forced to zero

Not merely defaulted to zero. The field is disabled in the editor and the server rejects a non-zero price, so a mistake cannot mint something a venue owes money against.

What uses them

Joining bonuses and promotion rewards both draw from published issued offers, which keeps every grant traceable to a catalogue entry rather than invented at the counter.
